Based on the current condition of Veterans
Memorial Building, any renovations would
trigger a series of code compliance issues. The
recommended path forward is to demolish
the building and create a new facility rather
than making piecemeal improvements.
This facility can match the new cultural and
performing arts building that was proposed
in the Feasibility Study completed in March
2024.

Preserve the only part of the building that is
on the historic register, the window on the
corner that overlooks Overland Ave. Preserve
the tower that is an iconic part of the existing
Veterans Memorial Building.

Include rentable food and beverage space
on the parkside of the building and include
an outdoor cafe, restaurant, or plaza space in
some of the area where the surface parking
lot currently exists.

The Culver City Senior Center is widely beloved
and is an invaluable resource to the community.
Nearly half of the parcel that the center occupies
today is surface parking lots. The use of the Senior
Center requires parking for community members
as well as staff of the center, and a long-term vision
for the site in conjunction with improvements at
the adjacent Veterans Memorial site should be to
consolidate parking largely into parking structures
in order to increase surface area for park and open
space without reducing parking.

Veterans Park was included as a priority
concept project in the SWQMP. The proposed
stormwater improvements involve installing
underground storage for infiltration. Runoff
would be diverted from the existing storm
drain along Overland Ave, pretreated to
remove sediment and fine particles, and
routed to the underground storage. Under
favorable geotechnical conditions, the stored
water would be infiltrated. If infiltration at
the site is infeasible, stored water would be
released to the sanitary sewer. Additionally, a
shallow reservoir could be pump-filled from
deeper storage for use in passive irrigation
of the park’s fields. Since the majority
of the Veterans Park watershed area is
within the City of Los Angeles, maximizing
the stormwater capacity can provide
opportunities for credit trading and make
progress towards achieving Ballona Creek
EWMP targets.

Regional stormwater capture site: Due to
the proposed new parking structure, picnic
shelters, and other amenities, LID BMP
will likely be required. As Veteran’s Park is
currently utilizing captured stormwater from
another project nearby (Culver Boulevard
Project), it is not anticipated that the SWQMP
regional stormwater capture BMP will be
a priority for implementation and on-site
BMPs would be required for stormwater
compliance. On-site stormwater design must
follow the LA County LID Hierarchy and retain
stormwater from proposed improvement
areas to the maximum extent practicable.

PRCS currently has a storage yard at Culver City Park
as well which can be repurposed as parkland. This
would relocate much of the city storage, perhaps
to the PRCS owned Cougars site at Slauson Ave
and Hannum Ave with appropriate screening. The
Cougars site is not a viable parkland given the
dangerous traffic conditions that must be navigated
to reach the parcel on foot.

In coordination with CalTrans, a large area within
Culver City Park that is currently owned by Culver
City and dedicated to CalTrans storage should be
returned to parkland. This area within Culver Park

ON-SITE STORMWATER MANAGEMENT
The new nature center, sports areas and roadways
redevelopment will likely require LID BMPs. Due
to the history of soil contamination at Culver City
Park, infiltration may be limited and considered
infeasible. Drywells may be explored in final
design to infiltrate stormwater at elevations below
any surface soil contamination. If infiltration is
determined to be infeasible, harvest and use may be
assessed. If retention is infeasible, lined biofiltration
with underdrains or proprietary biofiltration may
be implemented to treat stormwater runoff from
the improvement areas. For the new roadway,
proprietary biofiltration such as treewells may be
most feasible due to anticipated limited space.
• Designate the upper fields to be used for

soccer only, and designate the updated Bill
Botts fields to be used for softball/baseball
only to allow for scheduling clarity and turf
regeneration between playing seasons.
• Create an outdoor community space or new

scout house in the current CalTrans storage

Increased Outdoor and Parkland Areas
Within Existing Areas
Areas within Culver Park and adjacent to Veterans
Memorial Park were identified for changes in their
use to maximize public outdoor space and add
over 2.5 acres of park space. In Culver City Park
this includes reimagining an existing storage area
owned by PRCS and currently utilized by CalTrans.
At the Senior Center this includes reimagining
areas of surface parking. More information about
the design and uses for these areas can be read in
Chapter 6: Site Scale.
